
Kirill Shamiev

Non-resident Fellow, Kennan Institute
Kirill Shamiev is non-resident fellow at the Kennan Institute and an associate analyst at the Swedish Institute of International Affairs. Previously, he held a progressively senior role at Verian Group, conducting studies and evaluations for the European Commission, and served as a policy fellow at the European Council on Foreign Relations. He holds an MA in Public Policy and PhD in Political Science from Central European University (Vienna, Austria) and a BA from the Higher School of Economics (St. Petersburg, Russia). He is the author of Imperfect Equilibrium: Civil–Military Relations in Russian Defense Policymaking, which was published by Hurst Publishers in Europe and is due to be published by Oxford University Press in North America.
