Pavel Devyatkin
Non-Resident Fellow, Quincy Institute for Responsible Statecraft

Pavel Devyatkin is a non-resident fellow at the Quincy Institute and senior associate at The Arctic Institute. His research focuses on Arctic security, arms control, and U.S.-Russia-China relations.
Pavel consults for diplomats and companies, presenting globally at institutions including the Arctic Council, Oxford University, MGIMO, Shanghai Institutes for International Studies, and George Washington University. He teaches at HSE University in Moscow and has been featured in Reuters, BBC, and the Washington Post.
Previously, he held fellowships with the UN, Stanford-U.S. Russia Forum, and Middlebury Institute. An American of Russian ancestry, he holds degrees from LSE and UCL.
