Yixuan Luo
PhD Candidate, University of Maryland

Yixuan Luo is a PhD student at the University of Maryland School of Public Policy and is affiliated with the Center for International and Security Studies at Maryland. His research focuses on arms control, crisis management, U.S.–China strategic relations, and the security implications of emerging technologies, particularly artificial intelligence. He holds an MA in Politics from Tsinghua University and a BS in Physics from Peking University. His current work examines how technological change affects deterrence, escalation risks, and international security cooperation.
