Arvid Bell

Arvid Bell is Chair of the Arms Control Negotiation Academy (ACONA) and the CEO and Co-Founder of Anadyr Horizon, a venture-backed technology company that builds predictive simulations to anticipate geopolitical escalation and prevent strategic surprise. A pioneer in negotiation systems design and crisis decision-making modeling, he previously founded and led the Negotiation Task Force (NTF), delivering R&D and advisory services across defense, finance, and diplomacy. Dr. Bell has worked with political leaders, corporate executives, and special forces operators across the United States, Europe, and geopolitical hotspots including Afghanistan, Central Asia, and the Middle East. He holds a Franco-German dual master’s degree from the Free University of Berlin and Sciences Po Paris, an MPP from Harvard Kennedy School, and a Ph.D. in political science from Goethe University Frankfurt. Previously, he served as a lecturer on government at Harvard University's Faculty of Arts and Sciences, where he received the Certificate of Teaching Excellence.
