

Rose Gottemoeller is the William J. Perry Lecturer at Stanford University's Freeman Spogli Institute for International Studies and the Center for International Security and Cooperation. Before joining Stanford, Gottemoeller was Deputy Secretary General of NATO from 2016-19. Prior to NATO, she served in the U.S. State Department as Under Secretary for Arms Control and International Security at the U.S. Department of State. In 2009-10, she was the chief U.S. negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation, an experience captured in her memoir, Negotiating the New START Treaty (Cambria Press, 2021). Her most recent book, Security through Cooperation (Stanford University Press, 2026), explores the potential for renewing U.S.-Russian relations post-Putin.
